One, there's always a chance that a tower might get knocked out. Two, if there's a power outage, you'll have no means to charge your device. After a few hours you'll be left with a useless hunk of plastic and metal with no way to communicate with anyone outside of your immediate vicinity.
Beyond that, you need to think about how limited coverage will be during a hurricane. In all likelihood, people will be calling and texting their loved ones and emergency services throughout the storm, which means there will be extremely limited bandwidth. As a result, it could be difficult to reach anyone at any given time.
Meanwhile, a landline phone and traditional phone service can ensure that you can communicate with anyone and everyone during a hurricane. You can ensure your family of your safety and reach out to first responders should things take a turn for the worst.
